Is it normal for my dog to obsessively lick her swollen vulva in heat?

She could have traumatized herself by licking. If there is tissue protruding from her vagina, then I worry about a prolapse. Vaginal swelling is itself a sign of estrus/heat even without discharge. If it is the first season it may be that you won't notice any discharge at all. I would not be overly concerned about the single episode of vomiting/hard stool and would advise a bland diet of chicken and rice for 2-3days to see if the bowel issue resolves. I would howver be concerned about a heat cycle that has persisted for 7weeks+ and would recommend a check up with your vet tomorrow to rule out infection or other medical complications. I would recommend neutering her unless you have a need to breed from her in at the next heat cycle as excessive blood loss could become a significant issue with each cycle

Biting at the paws or legs is more of an indication of something such as an allergy or irritation and may or may not be related to her heat cycle. If she is also licking or chewing at her vaginal area a lot or you are seeing strange discharge not related to her heat cycle from the vaginal area, then it could indicate irritation, inflammation or a possible infection that should be checked out by your vet. Some inflammation and discharge is normal during the heat cycle, however you are seeing any additional signs of illness or strange symptoms, a vet check is always best to rule out more serious conditions. If she is biting and chewing a lot, an Elizabethan (cone) collar may be useful to stop her from licking and chewing and worsening any irritation until you can get into your vet.
