My Boxer dog won't stop licking her hips. Why isn't cream helping?

I have a boxer, she keeps liking both sides of her hips, she has been doing this about 3 weeks. I used itchy cream and nothing helps.

If your dog is an older dog, she may be suffering from pain in the hips, such as arthritis, or if younger, hip dysplasia or other painful condition.
Dogs usually lick when something bothers them, be it pruritus (itching) or pain.
I strongly suggest you take her to your veterinarian for an exam, possibly x-rays, as pain can be treated with dog-specific NSAIDs. If the hips are healthy then your vet can examine the skin and address that.
