My dog is jolting and panting, but it's not hiccups. What's wrong?

My dog keeps jolting like shes got hiccups but shes not hiccuping and she keeps panting what could 8t be?

However if this is not the case, because you mentioned your pet is panting also, then it's best to take Tess to your local vet for a proper examination at that point. Panting can be a sign of pain, lung disease, or even anemia just to name a few. Whatever it is needs to be visualized to hopefully better classify what it is and get treatment, if indicated.
