My dog's hind leg toe looks broken or dislocated. Does he need a vet?

If it's not bleeding it may not have injured the quick but I can't tell from the photo. The broken part of the nail needs to be removed and of the break is behind the quick, Loki needs to be sedated and clip behind the break (which is painful so they get sedated). Since you are unable to tell how severe the break is, I recommend to have Loki examined first thing tomorrow morning. Restrict the activity today and do not allow him to climb up and down on the couch. He should only be outside on a leash. Poor Romeo. I would advise to not wrap the toe. I have seen too many owners who applied the wrap too tightly and caused damage to the foot by cutting off the blood supply. I do recommend to significantly restrict his activity. He should not be allowed to walk around the house, go for walks, climb up and down on furniture or run or jump. If he is still limping beyond two days or if he seems extremely painful, I recommend to have him examined sooner. If you notice any swelling on the toe then I would also advise to have him seen sooner. A broken or dislocated toe can get worse if it is not splinted quickly. If it just started you can let him rest for a few days with minimal walking and minimal physical exercise, if it does not improve within 3-4 days you will have to take Loki to the vet in order to get it checked and treated, he might need pain killers for a few days. if the vet think it's something more serious such as a fracture, joint injury or foreign body, he might recommend to have an xray done as well.

Poor Rock! If he is acting fairly normal otherwise (eating and drinking, active, not excessively painful) you can monitor him at home for the next few days to see if the problem resolves. I would recommend restricting his exercise as much as possible to give the affected paw a chance to heal - short leash walks to potty only, no running or jumping. If the paw looks red and seems sore, you can also try soaking it in warm water and Epsom salts to help with the soreness and irritation. If you are not seeing any improvement in the next 2-3 days, or if he is non-weightbearing on the affected paw or seems very painful, then I would recommend taking him to the vet for an exam. He/she can take x-rays if needed to help determine the problem, and can also prescribe safe and effective pain medication to make him more comfortable.
