My dog breathes heavily and bumps when exhaling. Is this normal?

This is a quite generic but concerning sign. Differentials are many, from any disease that can spread systemically (causing lethargy for example) like infection, or anything that can cause pain/discomfort. Heavy breathing could be a reaction to pain or caused by primary respiratory disease. A check up is definitively needed to understand underlying cause and treat appropriately. The increased respiratory rate could be from him dissipating heat but it could also be pathological. I cannot tell you for sure just based on your description. I suggest you take a video of him breathing heavy at rest and then take him in to your vet for an examination. Show the vet the video and see what they think. Thank you for submitting your question regarding Elphaba. I worry that bumps you have noticed are enlarged lymph nodes. I would try to feel other areas on her body for similar and symmetrical bumps. Lymph nodes are also found in front of the shoulders, in the armpits and groin as well as behind the knees. She will need to see a veterinarian to have her condition diagnosed, but enlarged lymph nodes can indicate serious disease. I hope this information helps!

He needs to be examined by a veterinarian right away. Your vet can take an x-ray of his chest to evaluate his lungs and airway. He could have pneumonia, asthma, heart disease, or fluids in his chest. Please call your vet immediately and schedule an appointment.

This sounds like perhaps a hiccup or respiratory distress, hard to tell based on your description and without seeing the event myself. If your pet seems to be having a hard time breathing continuously or has increased respirations >50 breathes per minute, then I would recommend taking her into the vet for a good physical examination. However if this is intermittent and does not seem to trouble here I would monitor for now, take a video recording of the event and schedule an appointment at some point to get a vet to look at this an ensure this is not something to worry about.
