I Live in portland OR, a couple hours ago I took my dog on a walk, its fairly hot today but it was a short walk and i brung ice water for him, the park also had water for him that he drank out of. he is now acting very sick, walking slow, pooping a watery substance and throwing up watery clear goo. i dont know what to do to help him. pleas ehelp me

Even though he had access to water, it is still possible that Manny is experienceing heat stress or stroke. I would recommend that you take him to a vet as soon as possible before his symptoms get worse. Most often IV fluids to support blood pressure and decrease core temperature will help.
Other causes of vomiting and diarrhea include food intolerance, food allergies, intestinal parasites, dietary indiscretion, bacterial or viral infection, stress colitis, autoimmune disease, systemic disease (liver, kidney, pancreas, diabetes), among others, but given the history you provided, heat stress would be at the top of my list.
