I would say after 24 hours, Leo should be fine to see other dogs. Depending on what product you used, efficacy rates can vary. Fleas are in the environment and have a very fast breeding cycle so it’s hard to get rid of them using shampoo alone. Frontline is a decent product but there are better products such as Simparica and Comfortis. If you have fleas, you will need to use these for 6 months. Cortisone cream is not meant to be ingested and that is the main concern with pets is that they lick it or get it on their feet while scratching and then ingest it that way. You may try something more natural like a little coconut oil. Rub it into the area well and try to prevent him from getting to the area.
