Best e-collar brands & how to condition for puppy chewing/recall?

Shock collars such as the SportDog work well when used properly. The key is you have to train them on a leash to know what the response is before letting them off leash to use it. This brand come with several shock settings and a beep. Some people use the beep as a praise and reward when they are far off and do well, other use it as a warning beep to listen or the shock is next. When you have them on leash, tell them a command. If they do not do it, you shock them and make them do it. This teaches them the consequences. When they do right, you praise them. AS they get better you can start with longer distances until they fully understand--which doesn't take long. Once they get it, some just need the collar on to keep paying attention without using any buttons

I highly recommend against using a shock collar for this situation, as it is likely only going to scare and confuse her more, or at worst, make her dread being in the kennel if she associates it with a shock, leading to more frustrating behaviors. Siberian Huskies are extremely active dogs, and require a LOT of exercise. I would be increasing her exercise to several long walks a day, or long play sessions, especially prior to placing her in the kennel so that she is too tired to be stressed out and chew. She is also the age where puppies tend to get adult teeth and explore more, so it may be that she needs something to keep her busy, such as a safe chew or puzzle toy she can be left with in the kennel to focus on instead. Looking into separation anxiety training is also a good idea, if you suspect this may be part of the issue. Usually, this works around gradually leaving your dog for increasing periods of time so that they get used to you being gone, and learn that you being gone means you'll still return. Adding in soothing music, smells, a favorite toy, etc. are all ways to help combat anxiety in addition.

Shock collars, bark collars, and clicker training are all acceptable ways of training pets. The down side is they are ineffective if not done properly. They are great modalities in the correct hands that know how to implement them and do it correctly to where the dog understands what is being asked of them. Consulting a behavioral/trainer that is experienced is the best way to achieve positive results.

Another good option is to enroll in a puppy training class together where you can learn to train with positive reinforcement, better communicate, and both get on the same page about house rules and basic obedience. I do NOT recommend shock collars at all as these are likely to just frustrated or even scare your dog. They work to stop problem behaviors by causing pain or fear, instead of figuring out how to turn a "bad" behavior into a positive one through redirecting or stopping the behavior before it starts. As for potty training, without knowing your puppy's age or what you've tried already, it is hard to give a good answer. Making sure to take your puppy outside frequently (every hour if needed for very young dogs) and especially after waking, playing, eating or drinking can help provide opportunity to go outside successfully. Inside, when you are not at home, looking into crate training or blocking off your puppy's access in the house to only an easy to clean kitchen or laundry room with potty pads can help prevent accidents and encourage good behaviors.

Do not allow Phoenix off leash until she is coming back consistently. Use a long lead (not a retractable one) and practice recall. Allow her to go a very short distance from you initially then recall her. If she returns, praise and reward her. If she does not return, prompt her with a gentle tug while calling her name. Gradually increase the distance as she progresses. Always carry treats/rewards in your pockets. A treat/reward should take her no more than a second or two to eat. Be firm and be consistent in training. Praise and reward compliance, correct non compliance immediately. For house training, reinforce crate training (again if necessary). The crate should only be big enough for Phoenix to stand, turn around and lay down. Put her on a consistent schedule for elimination. Dogs thrive on routine. Going out every half hour does not teach her bladder control. She should go out FIRST thing in the morning. Pick a spot outside and wait. No walks until she goes. Praise and reward her when she goes. Place her back in the crate or on a leash attached to your hip so you can watch for her cues to go. Do not leave her unsupervised inside, even if confined to a room, until she is house trained. She should go out once or twice more during the day. Take up the water 2 hours before bedtime and take her out right before bedtime. Be patient. Be consistent.

I'm so glad that you found a good training method for Timber. The problem with shock collars is that often people do not use them correctly. If you are shocking your dog inappropriately, they will get confused about what is going on and everyone will be frustrated with training. I think an underground fence or an electric fence that has a home base (see link below) might be the best solution. Petsafe is a good company who makes these products. It shouldn’t scare her further away but it should keep her inside the boundaries. I would keep the level on low to keep her from becoming scared to go in the yard. This is the safest thing to prevent her from getting out and either getting lost or injured. There is also a GPS tracking device for the collar called whistle that you can use to keep up with her if she still gets out.
