My dog has white flakes after a bath. How do I treat her dry skin?

It sounds like the Dawn detergent has dried out his skin. I would suggest putting some vitamin E on his skin to give it moisture, or you can give him a bath with vitamin E. You can also try an oatmeal bath to see if that helps. Given that Dawn could potentially dry out his skin, I would not use it again on him. You could add in an omega 3 fatty acid supplement to help with this. It helps to moisturizer the skin from the inside out essentially. Also you can bathe him in an oatmeal based shampoo and a crime rinse afterwards.
