My dog has dry, itchy skin, dander, and breathing issues. Is it allergies?

The skin doesn't look too inflamed, but does appear more red than normal. Based on your description, I would also be very suspicious of allergies being the underlying problem of the skin flare-ups and recurrent ear infections. In these cases, allergy medication is very helpful. Candy's allergies seem relatively mild, so she may be well-controlled with an over-the-counter antihistamine medication. Your veterinarian should be able to prescribe you an antihistamine if they feel this is appropriate/safe for her. One other thing that should eventually be investigated is the cause of the allergies. Usually there is some environmental cause like pollens. Sometimes there are other causes. It sounds like this possible infection may be significant though it is hard to tell without an examination. There are many things that can cause allergies though in most cases they can be broken down into 3 big categories: flea, food and environmental allergies. Allergies are usually worked up in a stepwise fashion starting with flea allergies as this is the easiest and cheapest to take care of. If not on a flea preventative, then it would be a good idea to get started on one. If already on one then it would be a good idea to change to something else (there are many new products out in the market). If not improved in 1-3 months then it is time to move on and check for food allergies by switching to a novel diet (new protein and new carbohydrate). If that does not seem to be the issue then you are left out having to check for environmental allergies which require blood and/or skin tests. Allergies can be very frustrating to deal with at first but so rewarding at the end when we are able to treat them effectively!

If she is having difficulty breathing then she should be examined by a vet to determine the cause and treat. Your vet could take an X-ray to evaluate her heart and lungs. If she is scratching a lot then she may also have allergies and your vet can prescribe an antihistamine to treat. Also inspect her for fleas and uses a flea prevention , like NexGard, Bravecto, Frontline, etc.

I think it is more likely to be due to something else like a concurrent upper respiratory infection. Dry, flaky skin alone can be a result of diet, weather (heat being on inside) and in certain endocrine conditions (low thyroid, Cushings) or other dermatological conditions like Seborrhea. I would start with bathing with a medicated shampoo once weekly. Leave the lather on for 10 mins before rinsing. Keratolux from Virbac is an excellent product, but really [any mild shampoo](https://www.petco.com/category/dog/dog-grooming-and-bathing/dog-shampoos-conditioners-sprays/dog-shampoos/dry-skin-dog-shampoos) will do. Just be sure you rinse it well; I suggest that you rinse with warm (not hot!) water for at least 10 minutes to ensure that all of the residue is gone.
