My dog's tummy is dry and irritated after surgery. What can I apply?

Poor Ems! You can certainly apply a little neosporin or coconut oil to the area to help soothe it. Make sure she isn't trying to lick it. If you clean it, just gently wipe the area and do not scrub. It looks like it could be an area of minor infection or irritation. Place the e-collar (cone) back on him for a few more days. Keep the area clean and dry. This may enough to allow for healing. If not, gently clean the area with diluted Betadine or chlorhexidine (Hibiclens). Dry it thoroughly afterwards. A dab of a triple antibiotic ointment can be applied. Aloe can be used as long as the e-collar is in place. If he were to lick it and ingest the aloe vera gel, it could cause stomach upset.

That looks like a skin infection - could be due to an injury. I suggest you use this product on him but you can also try Neosporin or other topical antibiotic cream. Poor girl, that doesn't look very comfortable. I'd recommend wiping the areas of with hydrogen peroxide once (avoiding the incision for her spay), and then putting her in a baby onsie (maybe two) in addition to an e-collar. The onsie is to protect her a skin if she tries to scratch. If it's looking worse instead of better after 24 hours, I'd recommend taking her back to the vet to see if she need antibiotics. Itching or licking damages skin, which allows normal bacteria on the surface to set up a mild infection, and sometimes the immune system can clear it up if the itching stops, but sometimes oral or topical medications are required.

This presentation could be due to a trauma or localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking. Typically I recommend an anti-histamine like Benadryl or a pet formulate NSAID (such as Rimadyl(Carprofen) or Meloxicam) to help with potential pain at the incision site. It isn't advised to place anything directly on the incision as this can seep through the incision lining and cause infection. I would also recommend keeping an e-collar (cone) on your pet to prevent licking and scratching at the area that can lead to opening of the incision and infection as well. If there are obvious bumps or open lesions on the skin then this should also be treated with an antibiotic (oral) prescribed by your vet.
