Why is my dog coughing, breathing hard, and choking up foam?

What you describe sounds a lot like symptoms of canine infectious tracheobronchitis, also known as kennel cough. If she has been exposed to any other dogs, such as groomer, dog park, boarding facility, newly adopted dogs etc within the last 2 Weeks then this would be high on my list of concerns. Kennel cough is often self limiting. However if no exposure known then I would be more Concerned about issues such aspiration pneumonia, object lodged in throat, heart disease, and heart worm. I'm so sorry Mayor is having this problem. Unfortunately, puppies can cough enough that they cough up foam. I would recommend contacting your vet. They may have you take Mayor's temperature at home to see if he is running a fever. We see a lot of upper respiratory diseases in puppies that are contageous, so they may or may not want you to bring him in to the vet. Be sure to let them know if he is lethargic and not eating or just coughing. Cough can be caused by an infection, heart problem or lung condition, it is important to first know the cause before treating it as treatment is different from condition to another. The most common disease causing cough is a viral infection called Kennel cough, this disease usually resolves without treatment within a couple weeks but if the cough is too severe it is recommended to go to the vet in order to get cough medicine and antibiotics.

Kennel cough, or Bordetella, is a common upper respiratory pathogen that is very contagious between dogs, and usually dogs have a loud goose-honk cough, sometimes ending in coughing up a bit of phlegm. This could be going on with your dogs. Don't worry, it isn't life-threatening, but I usually put these dogs on an antitussive to help alleviate the cough and sometimes an antibiotic. If you don't take them to a vet, the cough should go away in a week or two, but make sure you don't let them socialize with other dogs as they will spread it around.

It is possible that Kaz might have kennel cough. Kennel cough is just a name for a contagious respiratory infection, that can be caused by several different viruses or bacteria. They don't necessarily pick up the infection at a kennel, but anywhere where they could be in contact with other dogs, the way you or I might pick up a cold. Typically dogs with kennel cough will cough hard enough that they can gag and bring up white foam. If Kaz is acting like he doesn't feel well, then I recommend you take him in for an exam with your veterinarian. If Kaz is happy and playful, and happens to be occasionally coughing, than it is okay to wait a few days to see if it gets better on its own.
