Hi there I have a dog named Behr. He is a German Sheperd/Shar Pei Mix to our knowledge. I am having issues with his coat, he has A LOT of white flecks in it and even more so after being brushed out. He has been groomed once and he said no its not dandruff. However, I continue to brush him out 2 times a week and i see it come to the surface after being brushed. Frustrating as after brushing he should look shiny and instead to me at least his coat looks dull. I have attached pics of said condition

He could have seborrhea, but unfortunately that is a diagnosis that cannot be made just by looking at the skin; it requires a biopsy. It's also pretty rare. Much more common things that cause flaky skin are fleas, mites, and skin allergies. Your vet can help you sort this out with simple skin tests and a trial of anti-flea medication.
