You need to take your dog to a veterinarian who can reset the leg and then at least immobilize it so a) the swelling can go down, b) the pain is reduced c) discuss possible alternatives in repairing the leg, be it conservative treatment or surgery d) prescribe pain medicine until you have decided how to proceed.

Dogs do extremely well after amputation. I would recommend it if his leg is causing him pain. The amputation is the least expensive option and leaves the dog with less pain.

I cannot tell you if another surgery could fix it or not as I don't have the medical history or the x-rays. If you want to save the leg, you should take him to a board certified surgery for a consult.
