You should definitely have him neutered and getting professional help is a great idea. In the meantime, you could start teaching him the "look" command so you can use this command when you want him to focus on you instead of another dog.

Do not take him to these places until you train him to look at you (with treats) in social situations. This will take some time. I would recommend consulting with a trainer to use your commands so he follows your guidance so you're not relying on your strength to hold him. You could also work on using a gentle leader or a no pull harness/gentle walker which requires less strength to hold your dog. Your concerns are very valid and I would be concerned as well about him getting hit by car or injured by another dog this behavior continues.

If he has had his vaccines, consider obedience training and socialization classes. Most pet stores or even your veterinary clinic may offer them. these will teach appropriate behavior and basic commands in addition to acclimating him to other people and pets. Reinforce the training at home by making Zeus "work" for everything. This can be as simple as having him sit or wait to eat, to play, to go out, etc. He should not be allowed to initiate contact or play. This should be done on your terms. He should not be allowed on furniture or bedding. provide a crate or bed on the floor for him. these actions will teach him his place in the pack. Right now, he is trying to establish himself as the dominant dog in these situations. As he gets older and stronger, this behavior is unacceptable as it could escalate. A bite typically follows a growl. You can also discuss early neutering with your veterinarian. Most males are neutered at 6 months of age, but if both his testicles have descended, he could be neutered as early as 4 months. Some pups are done even earlier.

Pack leader ideology is an outdated training method, so I wouldn't put too much weight into it. I would highly recommend checking out training techniques such as loose-leash walking, and working on sit and look at me commands to help improve focus while out on walks (and decrease pulling). Training tools such as an easy-walk harness and gentle-leader can also help during the training session by gently redirecting your dog's pulling force back to you, preventing them from being able to tug your arm off while you practice good walking behavior. As for the other issues, a basic obedience class together is a good thing to look into as it can help you better learn to communicate and help instill some impulse control with jumping and other behaviors. Working on things such as air-planing treats, not jumping up (by turning and walking away, or having him sit calmly), etc can help with this as well. Neutering him would be recommended however, at his age, it may or may not help. I suggest you work with a professional, in-home dog trainer. You need to find a way to actually correct the underlying reason for him trying to attack the smaller dog. This is a serious and potentially dangerous situation and I recommend you enroll in some behavioral/socialization classes in order to create some positive behavior patterns. I do not recommend any rough play at this stage and only use exercise and toys which do not create such heightened excitement - do not encourage any tug games or chasing of ropes/toys in hand or of your own hands/feet shoes under any circumstances as this blurs the lines of acceptable behavior and biting/chasing behavior.
