Yes this should be fine as long as there isn't xylitol in it. If she is 9 pounds, the other option is to give her 1/2 of an adult 25mg benadryl pill which equals the childrens dose of benadryl. The dose you were told is a little high, but probably still reasonable. Antihistamines are a somewhat hit and miss in dogs. They will help some dogs, but not others. If you do not see an improvement in the skin around his eyes, then he will need to see his veterinarian. He could have a food allergy, for example, as this commonly affects skin around the eyes. Her behavior could be from the Benadryl but I doubt it as you gave an extremely low dose of it (I'm assuming you gave 1 tablet at 25mg - not 0.25mg). Benadryl is metabolized very quickly by dogs so they need a very high dose. The dose is 1mg per pound of body weight so she would have needed around 65 mg (so you would have to give 2 or 3 of the 25mg tablets for it to help much).
