Is bad breath normal after dog teeth cleaning and extractions?

Yes dogs do need teeth cleaning! You can brush Layla's teeth with a specific dog toothbrush and paste you get from a pet store. Do NOT use human toothpaste. Denta sticks are fine. She also needs an exam from a vet. The bad breath could be due to severe gingivitis, tooth root abscess, or a broken tooth. At this age she most likely has bad breath due to Halle ptosis which is an accumulation of bacteria on the back of her tongue or the beginning stages of dental disease. You want to tackle this by brushing her teeth every day with a pet formulated toothpaste and toothbrush which you can find at your local pet store. It’s also possible hat the bad breath is not a dental problem - dogs with chronic gastrointestinal issues can have halitosis.
