My DIABETIC 9yr old, 35 lb Puggle just ate 20 Kraft caramels. Should I give more insulin? ((receives 9 units Vetsulin twice daily with meal’s)

The good thing is that this is not enough to cause chocolate toxicity; which is the most concerning thing with chocolate ingestion.
I'm assuming that you are also worried about the excess sugar, since he is diabetic. This is actually not too concerning. It may cause the blood sugar to go up, but I wouldn't expect it to cause any major complications. You definitely would not want to give anymore insulin, because you run the risk of Bentley getting hypoglycemic, which is much more concerning than him having high blood sugar.
For now, it's best to just monitor for signs of an adverse reaction. For chocolate toxicity and hyperglycemia the first sign of a problem would be vomiting. If Bentley starts vomiting, then it would be best to take him to the vet as soon as possible, so they can do some further testing and treatment.
