Unfortunately that answer will depend on a few factors. 4 cups of food a day sounds like a reasonable amount for a young 63 pound dog that is active. As a border collie, I would assume that she has a fairly active energy level and is utilizing the majority of calories she is eating. If she seems extra hungry, I do think it would be fine to increase her food to 1/3 cup three times a day and then re-evaluate her weight and appetite in a week.
