Is it safe to carry my paralyzed dog to grass or concrete?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 3 years old | 35.2 lbs

Is it okay if i carry my dog to grass? Or concrete? He has distemper and paralyzed from hips down to his back legs for 2 years now.

Yes, it is absolutely fine if you carry Bruno to grass. That would be better than putting him on concrete because he could injure his legs on the concrete due to propelling himself around on his front legs as you previously described.
