As for nipping, there are a few things you can try out: Have a toy or bone handy that you can put in Nero's mouth when he gets excited to give him something to chew on and be mouthy with other than your hands/arms. If he picks up a toy on his own, be sure to give him lots of praise to help teach him this is a good thing. If walking away or yelping doesn't help, teaching him something such as "settle" can help him to focus on calming down and relaxing instead of ramping up the behavior with more excitement. Grabbing his collar and holding him down is likely just exciting him more, but focusing on training such as sit, down, settle, etc can divert his focus into something productive instead. Practice "airplaning" treats. This involves having Nero sit and slowly bringing a treat down to him. If he jumps up or gets excited, you have him sit again and start over. Once he can focus on staying still, he gets the treat. This can help teach some impulse control and reduce excitement behavior. Give him a job! Redirect his attention by telling him to go find a specific toy or bone. This can help him get out that excited energy and focus on chewing on the toy, instead of jumping all over you.

You should definitely teach him the "leave it" command to start as it may be very useful in this situation. Once he has mastered that command than you should have him on a leash while the cat is allowed to roam. Once your dog sees the cat than give him a command, like sit, leave it, etc. If he listens than give him a reward. Gradually let him get closer to the cat once he seems more relaxed and not paying attention to the cat. With persistence and patience, you may be able to teach him to leave the cat alone. Alternatively, you can have a toy in another hand and give her the toy to play with. If she takes it, reward her profusely with praise and/or treats. Since she is a Border Collie, she will likely pick up on things quite quickly. Training her to not become excited and/or nervous around guests will be a more difficult task. At least for the near future, I would recommend keeping her on leash when guests first enter the house and for the first several minutes they are present. This could be a natural herding behavior for her breed. When she does it I would tell her no and try to give her a toy instead. You can also use a water bottle and spray her while saying no when she does it to help teach her not to do that. You can set up a situation with some friends to discourage Arlo from chasing cars. Have them go by with a driver, and a passenger behind the driver. As Arlo gets close to the car, have the passenger squirt him in the face. You might have to add a little bit of hot sauce, lemon juice or vinegar to the water. This may have to be repeated several times, with different cars, until Arlo gets the idea that chasing cars is no longer fun. Recognizing that a Border Collie naturally chases things, it is still possible to train him not to so that you don't have to resort to the suggestion above. If he is food motivated, you might try distracting him with food as a car approaches and rewarding him for leaving it alone.
