How to treat scaly lesions above a stray cat's eyes without a vet?

It is hard to say exactly what the lesion above the stray cat's eye may be without examining it first, but some possibilities may include a bite wound or abscess, bacterial infection, or a fungal infection such as ringworm which can be contagious. You may want to call your local animal control and let them know about the stray cat around your area. I would recommend a vet visit. There is a possibility that this could be ringworm which is a contagious fungal infection. It may just be a scratch or abrasion but the vet can look at it and determine if further testing or treatment is needed.

I hate to hear that Kitty is having the skin issues. I would recommend to leave the lesions alone and stop medicating for now. See if the systemic medications given by your vet heal the lesions. If these lesions persist, the vet may look for underlying allergies, thyroid issues or ringworm (which can have variable appearances). If Kitty is scratching at the lesions, then I would recommend that he wear an elizabethan collar to protect the area. I can't quite tell from the picture but based on your description one thing I would consider would be a fungal infection (ringworm). This is fairly common in kittens. Another possibility is a bacterial skin infection. I would make An appointment with your veterinarian so they can take a look at dusky's skin. There are very simple tests for ringworm if that is a concern for them (they can look at skin with a black light as a screen and can collect fur for a fungal culture) and they can prescribe medication as indicated.
