Is healthy weight dry food safe for a normal weight adult indoor cat?

If you do both wet and dry you need to make sure you don't overfeed her. She is already at her maximum weight so if you notice weight gain you will need to back off on how much you are feeding.

Any complete weight reduction food from companies like Royal Canin, Hills Science Diet or Purina would be suitable. You should also not free-feed your kitty but feed him twice a day according to the instructions on the bag.

It is probably best to maintain Ginger on just dry food rather than switching it up a couple times a week. Unless she is supposed to be much smaller, 4.5kg is usually a normal cat weight. Measure out her food and only give her as much as she needs to maintain her weight. If Lulu is at a good weight I wouldn't alter her feeding at this time. If she does start to gain weight then my first recommendation would be to cut out the wet food. Also keep in mind that the feeding guidelines listed almost pet food bags are based on animals that have not been spayed or neutered. So if she starts to gain weight decreasing the amount recommended by a fourth it's also a good idea.
