My cat has a small white spot on one of his eyes, he's only 3 and it just noticed it today. I'm afraid he got it playing too rough with my other cat. Could it be a scratched cornea?

It could be! That looks like he may have an ulceration on the cornea or it could be a viral or fungal lesion. I suggest you get him to your vet for an exam as soon as you can. If left untreated he could go blind or have other vision issues.
