My cats lip is swollen and his breathe stinks! We thought it was an allergic reaction. Do you know what it is?

There are multiple things that could cause a swollen lip in a cat. It could potentially be an abscess or infection, eosinophilic complex which can be related to allergies, or if he's having very bad breath he may have a form of stomatitis or gum disease. I would recommend having Luther evaluatedby the vet to find out what is causing the swelling and the halitosis. An allergic reaction like a bee sting or something simple that would cause swelling should not be causing bad breath as well so it seems like something more may be going on.
