My cat is scratching his neck and has tiny black bugs. Are they fleas?

Pet's info: Cat | Domestic Shorthair | Male | neutered | 10 months and 23 days old

For about 3 weeks now m cat has been scratching himself crazy especially in the neck area. I had my cat since he was 3 months old and have not had this problem until i recently moved. I got him a flea collar and a spray that kills, and or prevents fleas and ticks. That still wasn't working I checked his fur and spreading the fur in his neck exposed (Not a lot) tiny little black bugs crawling around. unfortanltley I cannot attached photos at the moment

Hello. If you are seeing little black bugs crawling around, then Chance has fleas. Most flea collars do not work & sprays are not very effective. You will be better off using a topical like Advantage for cats, Frontline GOLD or Bravecto topical for cats ( this one lasts 3 months ). Only after the flea problem is addressed can you start doing something about the itching ( which may very well resolve once the fleas are gone ).
