Panting is a sign of respiratory distress in cats and is never normal like you have said. I recommend taking Lily to a veterinarian immediately. It can occur secondary to asthma, infectious diseases like FIP, heart disease, blood clots in the lungs, cancer, etc. The veterinarian will most likely recommend x-rays of her chest and blood work to look for these types of illnesses.
