My cat his having little dot on his skin just on top of his eyes. It does not itch or anything to him.

This presentation could be due to a trauma or localized spot of skin infection (likely to be caused by bacteria). There is some redness underneath the fur, which may indicate an inflammation and not only a physiological shedding. A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem.
Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths (be careful not to touch the eye with any of these solutions). Buster collar may be useful as well to avoid any scratching (if any).
