It does not look immediately like a bump I would be worried about, unfortunately the only way to tell is by looking at it closely and potentially obtaining a sample from it. That bump looks small enough that i may be able to be removed with local anesthesia. You should have your veterinarian evaluate it and determined if they recommend having it removed. There is no way of knowing what it is just based on its appearance. This is often differentiated by a test called a fine needle aspirate (FNA) which is a pain free, inexpensive and easy procedure which in most cases will help reach a diagnosis.
