My parrot needs a new cage. What bar spacing & food for picky eaters?

Without knowing how long you've had your bird, it would be hard to give more tailored recommendations. Birds can be very picky and afraid of new things at first, especially if you've recently purchased it. I would continue to offer a variety of items to let your bird get used to seeing them, etc, and give it a chance to finally sample some. Be sure to pick up anything spoiled and keep trying!

If at first you don't succeed, try try again! Patience and retrying are your best bets. Birds can be picky eaters, and sometimes it takes several introductions of the same thing over and over before they decide to try (and like) it! You may want to try introducing those treats again at different intervals or times of day to see if they eventually start to check it out. In some cases, a bird may never be interested in it, especially if they weren't exposed to it when they were younger, and as long as they have a balanced diet otherwise, that is OK- toys or attention can work great for enrichment as well!

Gradually introduce a pelleted diet such as Exact or Pretty Bird. You can soak it in warm water to make a mush or paste. When you have them out, pretend to show an interest in the new food as this may also pique their curiosity. Decrease the amount of millet offered and have other foods available at all times.

Julie looks like she may be a Quaker parrot by looking at the side view of her in the picture. You can post additional views in this forum for confirmation. Small parrots should be fed a varied diet with a commercial pelleted diet being the base. A fortified seed diet can be offered in limited quantities to prevent obesity and finicky eating. Most fresh fruits and vegetables can be offered daily as well. Favorites are grapes, apple, cooked egg and pasta. Limit fruit to prevent loose droppings. The cage should be cleaned weekly, if not more frequently depending on how messy she is. Provide different sized perches to exercise her feet. Parrots are chewers so care must be taken that they don't chew wires or toxic plants. Provide plenty of bird safe chew toys and other toys to keep her engaged. Rotate them out to prevent boredom. Just like people- birds can become picky eaters. We love to eat potato chips over our veggies, and many birds will enjoy millet over their regular diet! You may need to remove all the 'extras' to see if it will encourage Pepper to start eating his diet again, or mix a little millet in to his regular food (however some birds will pick out their favorites). If he's acting ill in addition to not wanting to eat his regular food, and isn't still improving as you mentioned, or he absolutely refuses even if all millet is removed, seeking vet care is always a good idea to rule out an illness or something such as GI upset that could be causing his preferences to be changed. Until you can get to the vet, keeping him warm, in a separated hospital cage, and with easy access to food and water can help.

It is not uncommon for birds to chew at one particular spot on a perch. It looks like you have a number of wooden dowel perches in the cage - you could try to vary these by providing Manzanita wood perches (they look more like branches) and this may provide them with some areas that they can clean their beaks and wear their nails as well. For your question about the food dishes - it is very common for birds to only utilize materials (including food, water, toys, and perches) that are at the top of their cage. The reason for this is that they typically live in the trees, so they like to be high up the majority of the time. I would advise removing the dishes that are down low, and only providing dishes high in the cage. You can still provide multiple dishes if desired, in case you have some competition for food among the birds in the family. All you can do is offer her veggies, if she eats them or not is completely up to her, you can't force her eating something she doesn't' want to eat. birds on seed diet will often prefer seeds only, which is another good reason to switch to bird pellets.
