my Indian ringneck parrot has marks on his tail as if he is biting it, trying to cut off his feathers. But he does not exhibit any behaviour that may suggest he is unhappy and looks extremely healthy. What does it mean?

I can see what you mean regarding the damage. He may be overgrooming the tail if he is bored, so you could try giving him some new toys. The tail can also be damaged when walking about in the floor, especially if he lands harshly.
If you notice any sign of feather plucking I would take him for a check up.
