My green-cheeked conure has occasional red spots near its eye. Why?

It could be infection or irritation. You would need to have her physically examined by your veterinarian or an experienced avian veterinarian to definitively diagnose this or other cause. Some birds will develop "stress bars" or spots on feathers when ill or when facing nutritional deficiency. Feather development is affected by an underlying cause resulting in darker coloration. It usually occurs in younger birds, but can happen in mature birds too.

The photo is incredibly blurry so it's hard to see if there is crusting or any new feathers coming in. Feather loss around the eyes may be molting related if he is molting elsewhere, however eye issues, infections, mites, etc may also cause scaling around the eyes or feather loss. I am not sure if Astro has eaten anything red in the last few hours - this would include any kind of produce, pellets, or human food that is red in color. If you have a sample of the dropping that was red in color, I would recommend taking that with you, as your veterinarian can evaluate it under the microscope to look for evidence of blood. I would discontinue the green tea rub as it may be irritating his eyes and causing the excessive tearing. Simply keeping the eyes clear with a wet washcloth is best to help keep them open and clear. If the tearing continues, or you see discharge that is discolored green or yellow (indicating an infection), it should be checked by a vet near you if you can get to one.

That is likely to be due to a mild to moderate conjunctivitis, probably secondary to a trauma or infection. The lesion is probably due to self scratching, but could be in result of a skin infection, sinus pressure (bird's sinuses surround the eye), bruising, feather mites and more. An occasional itch and sneeze is not very concerning. Sometimes, they will have a long-term sinus infection after recovering from a respiratory disease. These infections are very difficult to diagnose and treat. At this time, it doesn't seem like he is having bad enough signs to warrant an investigation or treatment into this problem. If you are not noticing any nose discharge, and Jade is otherwise acting normal, then I think it's fine to not bring her into the vet right now. Although, it would be best to have a general exam done by an avian veterinarian at some point. Make sure that there is not something like perfumes/other scents, smoke, or excessive dust in the environment. Even the slightest amount of these aerosols can irritate their respiratory tract.
