Is it okay for my cockatoo to live in a guest house, not inside?

It is OK if your birds are not flying. Many bird owners actually have bird’s wings clipped so that they are unable to fly or escape. As long is the cage is an adequate size (which it appears to be) they should be fine. You could try increasing their exercise by taking them out of the cage and playing with them individually, but this is not necessary. Birds can live long happy lives without flying. Due to the large size difference between both birds I would not recommend attempting to house them together in a cage or small aviary as your larger bird could easily pick on or kill your smaller bird.

These are very smart birds and they need stimulation or they can develop depression and other neurosis. Two birds are more likely to bond with each other but that's not to say they won't bond with you as well. They still need stimulation but will keep each other company. I would also recommend considering proximity to the kitchen in your home as well as lighting in the room. It’s best to keep the bird in a room further from the kitchen to avoid potentially toxic fumes and in a room that does not get too hot or cold during the day. The short answer is yes. But there are a lot of factors to consider before putting birds into an outdoor aviary. Primary is whether, in some areas it may get too cold during certain times of the year for Greys to live comfortably. He can potential he be a factor in some areas and sprinkler or misting systems may need to be incorporated into the aviary. Birds in outdoor aviary's are also more susceptible to the spread of disease from wild bird populations and insects. I recommend speaking to aviculturists or avian veterinarians local to you to get an idea of the challenges of housing birds outdoors near you. That many birds should get along fine as long as you have enough space for them. Four birds would need a very large flight cage or even an aviary to ensure they all have the right amount of space and room to move around. You will also need many perches, multiple food and water dishes, toys, etc, to keep them from fighting.
