Why is my female cockatiel so energetic after her partner died?

I think Jim may be enough so you're not overcrowding the cage for now. Birds, like people, can experience grief, so Jolly is likely missing her friend Joy. You are doing the right thing by keeping her company and giving her a little extra love an attention. If she doesn't perk up, or seems lonely, even with your other bird there, adding a new friend may be a consideration, but it may be best to give her some time first.

Losing a mate or part of the flock can be traumatic. Try to gradually reacclimate him to you. Begin by simply sitting by his cage for ever increasing periods of time. Speak softly and move slowly around him. End each visit with a small treat. Once he is fine with that, place your hand in the cage for ever increasing periods of time. He may squawk and flap and move away at first. That's fine. Do not attempt to touch or pet him. Once he settles down, you can coax him closer to you using treats. It will take time and patience, but eventually you should be able to win him over and get him to per h on your finger.

Since the birds are new to you (and I am assuming new to each other) they are probably a little stressed and taking time to adjust to their new surroundings. Also, since they are new to you, this may be completely normal behavior for them. You may want to try separating them and see if that helps. If they are eating and drinking well, do not appear to be injured and are having normal excrement then I would not be too concerned. It's possible, but hard to tell without knowing Pancake's breeding history. It could be that Pancake is still just settling into his new place which is why he is quieter, however if he continues to have trouble balancing, seems to act ill, or doesn't seem to settle in as normal, a trip to the vet is a good idea to rule out any health issues that may need treating.

if you took the chicks away that early to begin hand-feeding and taming, having them where the parents can see/hear may help them calm down some. Otherwise, adding in some extra toys and treats for your female to interact with may help her a little. However, it may just take some time since she was busy caring for her babies and probably doesn't understand why they were taken away.

3 hours without eating isn't a major concern, but if Pepper is continuing to worsen and isn't improving with home care, it sounds like she needs to be seen by a vet. Unfortunately, you already seem to be doing all of the at-home care that would help without further examination to determine what is going on with her. If she just laid the eggs, that is a stressor on the body so she could just be quiet and recovering from that, however if she doesn't perk back up, or seems to worsen, then trying to find a vet near you is best, even if they don't specifically see birds.
