My cockatiel is aggressive, eats poop, sits low. Is she laying eggs?

Cloacal masses (eggs, foreign bodies, etc.), intestinal infections, metabolic disorders (liver, kidney) and other problems. Being sluggish is a general sign of illness and not anything specific. As these are very vague signs of illness, it would be best to try and bring him to a vet ASAP for care. If he is untame/wild and can't be handled, you can try tossing a towel or bird net over him gently to be able to catch him and place him in a travel carrier to get to the vet. Sometimes, aggression can be caused by boredom, stress or even an urge to mate. Adding in enriching toys or allowing Coco to explore his environment may help with boredom and keep him happier and occupied. Moving his cage to someplace quieter or without harassment by other pets and people can help reduce stress in addition to adding some fun toys or treats to play with. If he is trying to mate, sometimes changing the daylight hours and decrease protein amount in the diet can help, as well as distraction with interactive toys/ignoring/avoiding the behavior. If he does seem stressed and lash out, giving him a chance to calm down and relax before interacting again may also help.

3 hours without eating isn't a major concern, but if Pepper is continuing to worsen and isn't improving with home care, it sounds like she needs to be seen by a vet. Unfortunately, you already seem to be doing all of the at-home care that would help without further examination to determine what is going on with her. If she just laid the eggs, that is a stressor on the body so she could just be quiet and recovering from that, however if she doesn't perk back up, or seems to worsen, then trying to find a vet near you is best, even if they don't specifically see birds.
