Why is my budgie having white poop, increased urine, and tail bobbing?

With parakeets the cere is blue in male and tan/brown in females. If you think a female, egg binding should be considered. In either, male or female, drier feces, tail bobbing could be respiratory but also intestinal. Decreased feces is possible to decreased food consumption. A veterinary visit is recommended. Millet is a poor diet as devoid of many vitamins and minerals and is basically the equivalence of potato chips. A wide variety of vegetables is needed, a plant based protein source (beans, legumes, tofu) and avian pellets are recommended. With an all seed or heavy seed diet, fatty liver disease is possible which will not respond to the medications.
