How much food should my budgie eat daily? What's the right portion?

It is not necessary to provide fruit and veggies daily as these are considered enrichment, and not necessary for nutritional requirements. Keep in mind that budgies tend to be neophobic, or do not like new things in their environments, so they may not respond well to new food items. It is best to offer a balanced diet of seed/pellets at all times for birds so they can eat as much as they need. Providing enrichment such as toys or playpens where your birds can be active, stretch, exercise, etc can help keep them at a healthy weight, as well as limiting extras such as too many treats in between meals. As for hand taming, that can start at any time. You'll want to be patient and work up gradually, by first getting them used to you being near, then being handled or petted, and then finally being held or stepping up. If they have a favorite snack, you can offer it at this time to encourage bonding.

Gradually introduce a pelleted diet such as Exact or Pretty Bird. You can soak it in warm water to make a mush or paste. When you have them out, pretend to show an interest in the new food as this may also pique their curiosity. Decrease the amount of millet offered and have other foods available at all times.

I am assuming she was on a seed mix diet before, this is completely different, you do not need to limit the amount you give her, she needs to have food available all the time during the day, it may take time but this diet will help her loose weight.
