For days where it is very hot, you do want to avoid taking your dog for a walk at the hottest parts of the day (mid-day) especially on paved areas as your dog's feet can get burned. If she has no skin/coat issues, just a gentle oatmeal shampoo is fine for bathing when needed. Most dogs do not need frequent bathing unless they are getting very dirty and bathing too often can dry their skin out. I wouldn't bathe more than every other week unless needed. There are cooling mats available that you can take with you to help keep him cool. Make sure there is always fresh clean cool water available for him to drink, even if you have to carry it yourself. Never walk him on hot pavement in the summer. You may consider also taking cold packs with you to supplement the cool pad and/or a damp towel for him to lie on.
Whether or not it is safe to leave your dog at your sisters will depend on your dog. If he has never been around children before or has shown any aggression towards children, then it is less safe. No dog should be left unattended around children, so it is best if your dog hasn't been around the baby to keep it in an area separated from where the baby will be- either a separate area of the house or outdoors. Some dogs are fine with babies, others may be made anxious by the presence of a baby or they may view the baby as a prey due to small size and the funny noises the baby makes. Since your dog is so small, perhaps putting it in a pen inside your sister's house would work. He shouldn't be hard to contain due to his size. The heat is so hard on dogs! I would keep Ross in a cool, dark room with a fan and the shades down. Make sure he always has plenty of cool water. You can get him a cooling mat online or at a pet store. I hope this helps!
