My dog escapes the yard. Is a training collar best for containment?
I think an underground fence or an electric fence that has a home base (see link below) might be the best solution. Petsafe is a good company who makes these products. It shouldn’t scare her further away but it should keep her inside the boundaries. I would keep the level on low to keep her from becoming scared to go in the yard. This is the safest thing to prevent her from getting out and either getting lost or injured. There is also a GPS tracking device for the collar called whistle that you can use to keep up with her if she still gets out. Best e-collar brands & how to condition for puppy chewing/recall?
Sport dog is a good brand with several levels of correction. This will not be effective for chewing unless you are always there to correct her. If she chews when you are not home there is no way to know or enforce or correct this. For any training you have to ask them to perform something they know, such as sit. If they do not do it you push the button. If they do well then you reward them. Keep them on a leash while training. When you ask them to come, you pull the leash. If there is no interest then you correct them. They will learn to associate the two things together quickly to respond

My puppy acts crazy on leash. What harness is best for puppies?
Training a new puppy can be hard work and I am going through this myself. Start by just leaving the collar on the puppy at first until she gets used to that. Next, attach a leash to the puppy, in the house and let her drag it around the house. Keep an eye on her at all times so she doesn't get snagged at all. Reward her with lots of praise and treats but do not hold the leash yet. Once she drags it around and runs around with it, start picking it up. Follow her around the house, tossing treats so she will get them. Do not pull her and do not try to make her go your way. Next, take this to the backyard and let her drag a leash there. Then start letting her walk around the back yard while you trail behind her holding the leash. LOTS of treats and praise for any forward motion. be patient! Try some squeeze cheese on a big plastic or wooden spoon to get her to move froward if needed. You can also get her used to a harness. For a puppy, or any dog, I recommend an easy on harness that the dog steps into and snaps over the back. For a small puppy, you could also use one that looks like a small vest as well. Use lots of treats and cheese to put the harness on so the puppy is not afraid and thinks the harness is good.

From the perspective of him getting loose a harness could be more secure. I find, however, that this encourages them to pull more. I like the easy walk harnesses the best or even the gentle leaders. I would also recommend some obedience training as they can help you Willy off leash management

My dog barks a lot. Are bark collars safe with collapsed trachea?
I have used a static bark collar and a cintronella one on my small barking dog. They are annoying to the dog, more than painful and they do help. Training also with an experienced dog trainer can give you some ideas too. Personally I would not do the de-barking surgery.
