The Vetguard plus contains a product that is not good for killing fleas, so it makes sense why you are still seeing them. The Petarmor is a totally different product, so it's safe to use and has ingredients that are good at killing fleas. I'd recommend trying that product and seeing how it goes. The fleas should all be dead after 3 days. I hope that helps and you get this problem under control soon.

Yes, you can certainly give Luna a dose of Capstar after applying Pet Armour Plus. The Capstar should kill adult fleas quickly, but will not provide lasting prevention against maturing larvae and eggs. Pet Armour should be able to provide this prevention for the remainder of the month. However, when Luna is due for another dose of flea prevention next month, I would instead recommend using a higher quality product, such as Nexgard, Bravecto, or K9 Advantix II, as I tend to find these products more effective. Rather than using the grooming option for fleas, do the following: Unfortunately fleas only hop on the body of your pet when they want to feed, then they hop off again and stay in your pet's environment. So you need to treat all pets in the household as well as the environment (which contains the fleas, their eggs and larvae). Flea treatment: 1) Get some flea medication such as a Flea spray or a spot on from a pet shop or your veterinarian and apply monthly 2) get flea powder, put some in your vacuum cleaner bag and vacuum your house and furniture and also non-carpeted areas frequently to remove flea larvae and eggs which live off house dust., Dispose of the bag in the trash outside. Hot-wash all the pet's bedding, If you do this diligently for a few months you will get rid of the fleas. Unfortunately Pet Armor is a very poor product, and I don't recommend it. Flea collars typically don't work unless you get a good one like Seresto. I would get them Capstar. It's a one time pill that starts killing fleas in 30 minutes. It's safe to give with the Pet Armor, and give it daily until two weeks have passed after you put on the Pet Armor. Then applied a good flea treatment program like Revolution or Advantage. You also have to disinfect the environment, as that will be a continuing source of fleas . Wash their bedding in hot soapy water, and vacuum the furniture and carpet surfaces. You can use a spray to kill fleas in the house, such as Indorex, or a flea bomb would work well to kill the fleas in the home. I hope this helps!

You listed Ruger's age as 12 days, and if that is the case your options are pretty limited. I am guessing though that you meant 12 lbs, and the average German Shepherd puppy would be about 8 weeks old if they weighed 12 lbs. If that's the case you have many more oral and topical options. I often recommend Nexgard, but your veterinarian may have a product that is preferred in you area. You probably need something that will kill fleas quickly, and you may also need to vacuum and bomb your house again. I'd recommend contacting your vet.
