Can I give Capstar to my dog after using Pet Armour for fleas?

Yes, you can certainly give Luna a dose of Capstar after applying Pet Armour Plus. The Capstar should kill adult fleas quickly, but will not provide lasting prevention against maturing larvae and eggs. Pet Armour should be able to provide this prevention for the remainder of the month. However, when Luna is due for another dose of flea prevention next month, I would instead recommend using a higher quality product, such as Nexgard, Bravecto, or K9 Advantix II, as I tend to find these products more effective. My dog still has fleas. When can I apply Petarmor Plus topical?

The Vetguard plus contains a product that is not good for killing fleas, so it makes sense why you are still seeing them. The Petarmor is a totally different product, so it's safe to use and has ingredients that are good at killing fleas. I'd recommend trying that product and seeing how it goes. The fleas should all be dead after 3 days. I hope that helps and you get this problem under control soon.

Puppy still has fleas after PetArmor Plus & home treatment. What now?

You listed Ruger's age as 12 days, and if that is the case your options are pretty limited. I am guessing though that you meant 12 lbs, and the average German Shepherd puppy would be about 8 weeks old if they weighed 12 lbs. If that's the case you have many more oral and topical options. I often recommend Nexgard, but your veterinarian may have a product that is preferred in you area. You probably need something that will kill fleas quickly, and you may also need to vacuum and bomb your house again. I'd recommend contacting your vet.

Is it safe to use flea and tick drops with a tick collar on my dog?

Both products essentially do the same thing although they use different active ingredients so I'm not sure why you want to use both. That would be overkill and you could overdose your dog. Choosing flea, tick, heartworm meds: Revolution, Advantix, Heartgard?

Congratulations on your new dog! I like Revolution if you are looking for a topical product. It consistently works well and is well tolerated. If you like the idea of an oral product better, I like Trifexis (it’s another all in one product). Sometimes though the pets can smell the Trifexis and they won’t eat it. In that instance, I like Simparica and Interceptor. My personal preference is oral products. I hope this helps and please feel free to post any additional questions.
