Yes it should be safe to use. I don't know how well it will work though. I think you should try some Feliway diffusers and get a second litter box with a different type of litter to put in a different location. He may not like the one you are currently using. I would not use a litter that has an aroma on a cat who is sensitive. I am not sure if you are able to purchase this certain litter system but if you are able to the Breeze litter system is great. Baking soda is definitely a viable option. I wouldn't add any sort of out side products into the litter. I would just choose a litter that is effective at disguising unwanted odors. The Arm and Hammer Double Duty and the Ultra are both really effective in my opinion at accomplishing this. There are also covered litter boxes that have little filters on top of them that help contain some of the odor. Another thing you might want to consider trying is to get one of those deodorizer jars and simply leave one open right next to the litter box. This will absorb a good portion of the unwanted odor. Hopefully, the new litter alone will solve your not-burying problem. Hope this make sense.

It is not uncommon for cats with a history or urinary tract issues to have recurrences. Specialised urinary tract diets such as royal canin urinary or hills c/d foods work very well to promote dilute urine with a mild pH to prevent such relapses. Wet foods with stress supplements are the most effective in such ranges and antiinflammatories can also help with the spasm and discomfort associated with same.

Any cat that has blocked in the past should be on a prescription urinary crystal dissolving diet for life such as Hills c/d or Royal Canin Urinary SO wet and dry. You can get these diets from your veterinarian or request a prescription from your veterinarian. These diets prevent formation of and help dissolve struvite crystals. Feeding at least a partially wet prescription urinary diet is also recommended as wet food provides more better hydration than dry food alone, thus minimizing the chances of recurring urethral blockages. Purchasing a water fountain also encourages drinking which will help minimize chances of a repeat blockage. Lastly, dosing of VetriScience UT Strength Feline chews can help minimize the chances of your Cat developing a urinary tract infections caused by bacteria. You can also look into different Pet Insurance plans and whether they will partially cover a repeat blockage if there is a history of one in the past. Best of luck!
