Does my slider turtle need UVB light even if tank is by a window?

One hour of direct, unfiltered sunlight each day should be sufficient until you get the bulbs. Do not mistake a basking light (which provides heat) for a UVB light which provides beneficial (and necessary) UVB rays. Make sure the nighttime temperatures do not get too cool.

A RES requires full spectrum lighting (UVA and UVB) and lighting that provides heat. The dry dock, or basking area, should be completely out of the water. Basking temps should range between 90F and 95F (32-35C). You should place the UVA/UVB bulb as close to the heat lamp as possible. It should be no more than 12" away from your RES and should not have a barrier between it and your turtle. Glass, acrylic and plastic block UVB while screens with grids under 1/2" can obstruct a good portion of UVB rays negating the health benefits. Lighting should be on for around 12 hours a day, depending on the time of year. Full UVA/UVB bulbs need replacing every 6 months. The simplest combination for adequate lighting is a UVA/UVB fluorescent bulb and an incandescent light bulb (for heat). Incandescent light bulbs are standard household lights easily purchased at stores such as Home Depot or Lowes. Make sure your RES cannot splash water on it or come into contact with it. You can also consider halogen lights and red heat bulbs for supplemental heat. You can buy the UVA/UVB bulbs at most pet stores. Search in the Reptile section. They can also be purchased online for around $30-$40. ReptiSun 10.0 (by ZooMed) or ReptiGlo lights are quality full spectrum bulbs.

Yes, the hour or two without light won't harm her as long as it is on at other times. Don't worry about her not basking. As stated, she'll bask when she wants. Just keep the UVB light and heat lamp on for 10-12 hours daily.

Turtles need more than a heat lamp for good health. Basic requirements include: clean water, a water heater, UVB light, basking platform, balanced diet and vitamins and minerals. Sunlight is good, however window panes and tank glass block most of the beneficial UVA/UVB rays that turtles need to synthesize Vitamin D3 and to properly utilize calcium. A good UVB bulb should be placed above the tank no more than 12-14 inches away from the basking area. It should not be blocked by glass, Plexiglass or fine mesh. The peeling and white spots may be due to poor water quality, poor diet, lack of UVB lighting or a combination of the three. Keep water clean via filtration and weekly partial water changes. Scoop out uneaten food daily. The filter should be rated for at least twice the volume of the tank since turtles can be very messy. You may be able to get Shelby to eat greens if you offer them about an hour or two after the heat lamp comes on in the morning. This will give her time to warm up. A cold reptile will not eat. Dice the greens and vegetables into manageable pieces. they should be dusted several times weekly with a calcium supplement and a multivitamin. Once she eats the greens, you can offer pellets and protein (feeder fish, nightcrawlers, crickets, raw beef heart, etc.). The spots can be gently scrubbed daily using a soft bristled brush and diluted Betadine or chlorhexidine (Hibiclens). Allow for a 1-2 hour dry dock (out of the water) after each cleaning.If it doesn't improve or if Shelby becomes lethargic or stops eating, then have her examined by a your veterinarian or a vet experienced in treating reptiles. Make sure he has at least 30-60 minutes of exposure to full, unfiltered sunlight each day or provide a UVB light source in his tank. Leave a cuttlebone in the tank as a source of calcium that can be munched on when needed. It would appear there may be a vitamin A deficiency based on the swollen eyes in the image posted. The ReptiSun 10.0 bulb by Zoo Med is widely recommended. It should not be obstructed by either glass or plexiglass or be more than 18 inches away from the basking area. If you can't get one just yet, natural unfiltered sunlight can be provided daily if you can do it safely and without risk of escape.
