Hello, thank you for using Petco Pet Education Center, formerly Petcoach. This appears to be a venous varicosity, which simply means an enlarged or engorged vein. Why? Hard to tell. Usually it is due to chronic venous obstruction, similar to what people ( especially women ) would get when they had to stand on their feet on a production line all day long. There are little valves in the veins, & sometimes they break down & the blood just accumulates & pools. You could have it removed, especially if you plan to spay her, but it would be a good idea to consider an angiogram or ultrasound to see if there is an underlying reason why it popped up. If there is some underlying reason for this vein to become congested, other veins may well follow suit. Hope this helps.
