Use plenty of positive reinforcement. Reward only good behaviors, correct negative behavior immediately. A head harness such as the Gentle Leader or Halti can be used to prevent pulling and to quickly correct negative behavior. To ignore distracts, she will have to be acclimated and desensitized to each one gradually. Expose her to one distraction for ever increasing periods of time until it no longer bothers her. Use praise and rewards as she progresses. Be firm and be consistent, above all, be patient.

Harnesses actually make pulling a lot EASIER for your dog, which could be making the situation worse. If Abby doesn't like head collars (many dogs don't), Gentle Leader also makes a harness version called the Easy Walker that is great (I use it for my own dog). It doesn't go around the neck so you don't have to worry if they do pull, and the leash attaches to the front of the harness on the chest. When your dog starts to pull, it puts pressure on the chest, and also redirects them back toward you like a gentle leader headcollar does. Another thing you can try when you resume walking again from a sit and stay position, is to walk backwards a few steps! Many dogs will either be confused at first, and thus stop pulling in their distraction, or think it is a fun game and will come toward you instead of pulling away. I highly recommend you buy a Gentle Leader or Halti Collar to walk him. These are both head collars and when your dog pulls, lunges or jumps it will move his head back towards you which prevents him from pulling you. It will take a little bit of time for him to adjust to walking with this type of collar but it will give you a lot more control. I use one with my own dog and walking is so much nicer!

A lot of dogs don't like the head harness to start, but over time they may become used to it. Try putting it on at home and distracting her with treats. Let her wear just the Halti not attached to the leash when you are at home and can watch her and she can get used to feeling it on her head. You could also try a gentle leader harness where the leash clips to the front of the harness by the chest. Using a Gentle Leader will help prevent her from pulling and lunging on the leash. You are going to have to do some training to try and solve this problem. First, you should teach her the "watch me" command so that you can get her attention when you needed. Try walking her with a Gentle leader and see if that helps. You will have more control over her if you use a Gentle leader. You will have to do some more obedience training with her and teach her to heel.
