My dog is a 10yr old chihuahua and he got neutered maybe like 3 months ago but he still humps all the dogs. I thought the neuter would help stop this behavior anything I can do to make him stop?

Oh, He's a cutie! Humping can be a dominance behavior or sexual in nature. Neutering can sometimes help, but the fact that Russel is already an older dog means that even his hormone driven behaviors are also habit by now. It can take a few months for the testosterone to fully decrease. During that time work on basic training while integrating him into your house and family. Try to redirect him when he is demonstrating undesirable behaviors.
