It looks like your lab has a skin infection (pyoderma) either caused by a yeast or bacterial infection. It could be a reaction to something in the environment at the beach or to a shampoo or deodorizer from the groomer.
Sometimes the Vet needs to get involved to provide antibiotics, but you can try a medicated shampoo. Bathe him 2-3 times per week and let the lather sit on the affected areas 10 mins before rinsing. If no improvement or it gets worse bring him to your Vet. Here is a good shampoo:
