Is 16°C winter sunlight safe for my dog? Any long-term health effects?

Excessive sun exposure can certainly be damaging to the cells in the skin in both humans and animals. Dogs can be predisposed to melanoma, hemangiomas and certain auto-immune disorders of the skin. It is recommended to use sunscreen lotion / spray that is intended for use in animals that will be in excessive amounts of sun. Epi Pet has a product for sun protection that is a lotion which can be applied to the areas of the animal where there is less hair (nose, abdomen, etc.). I hope this helps! Your dog should be in a place where there is adequate daylight during the day and dark during the night. There is no need for direct sunlight. Eventually, when they walk around and play, it would be good if they had a garden to play with each other, or an outside enclosure.

If she is being fed a high quality diet, all these vitamins are part of it and do not need to be supplemented. It is very rare for dogs to suffer from lack of vitamin D provided they are fed a good quality complete diet. Unlike in humans, who can synthesize Vit. D by getting enough sunshine, dogs usually get all their needed Vitamin D via their diet. Insufficient Vitamin D levels can lead to congestive heart failure. There would be an increased risk of complications due to heart disease and bone disorders such as osteomalacia and rickets. So feed a good quality complete feed and your dog should be getting adequate amounts of Vitamin D in his diet.

As long as a dog is safe and secure, has adequate shelter/warmth and appropriate access to food and water there is no reason why they must be indoors or outdoors for any set lengths of times. Space to exercise and play is great for dogs and many are happier outdoors as long as they have a comfortable sleeping area

Nanga can lay in the sun, but it's best that's done through a window indoors in the air conditioning. She should not get too hot, or that will cause heat stroke. Do not let her do this outside as I know it's extremely hot in Australia at the moment.
