Why is my female dog's vagina hanging out again after vet visit?

No, this is not normal at all, and it will not go away. It sounds like Magic has a vaginal prolapse, and she has to see a vet for this immediately. It needs to be replaced into it's correct anatomical position, and given that it's been out of her vaginal for a month, it absolutely has to be corrected now. This looks like a vaginal prolapse. That is when the vagina turns inside out. This is very swollen and needs to be lubricated and then manipulated back into place. You can clean it gently with a warm wet cloth, then apply KY Jelly to it or Vaseline to protect the sensitive skin from injury, then I'd bring her in tomorrow morning to get this examined and treated. This is not normal and could be a variety of causes. We can have a vaginal hyperplasia (especially in unspayed females), tumors in the vagina, hermaphrodite dogs with an enlarged clitoris, and prolapses of vagina and uterus. It could be a vaginal prolase of a vaginal tumor. You should take Gracie to your vet right away as there are a number of concerns for these condition. First of all, some dogs may have problems to urinate, which is a serious emergency. Secondly, some dogs want to bite the protruding 'mass' and by doing that they will make it bleed and introduce infection. Vaginal prolapse is not always a surgical condition (it often responds to medical treatment) while vaginal tumor should be surgically removed.

Yes keeping her inside so it can stay clean would be best. You can apply lubricant to it such as KY to keep it moist. It does usually resolve when the heat cycle passes and the hormones settle down or getting her spayed at your regular vet will fix it faster.
