Can a dog spread rabies if it's still in the incubation stage?

When Dog spread rabies ? Only In active stage or when in incubation stage ? If dog is in incubation stage does not spread the virus ?

After an animal is exposed to rabies and the virus has spread to its salivary glands, the animal may be able to shed (or excrete) the rabies virus in its saliva; this means that the animal is infectious. Shedding of the virus occurs in this stage of the disease when clinical signs appear. They are not infectious during the incubation period.
